David Woldtvedt, MSW, LSWAIC, SUDP, has worked in the addiction treatment field since 2014. He has been involved with the Washington State affiliate of NAADAC since 2015, and is currently serving as the WAADAC president. Woldtvedt graduated from the University of Washington in June 2021 with a Master in Social Work. He currently works in an adult outpatient facility as a Substance Use Disorder Professional. He has aspirations to put his newly obtained clinical associate social work license to use and begin treating co-occurring mental health issues.

Ashley Bell, SUDP, NCAC II, is the Behavioral Health Programs Consultant with the Washington State Department of Health. Her work impacts the regulation and innovation of behavioral health professions and agencies in Washington State. Bell has a background in behavioral health and has been credentialed as both a SUDP and NCAC II. Prior to joining the Department of Health, she was a behavioral health agency administrator and clinical supervisor. During this time, she developed programs for residential co-occurring substance use disorder treatment, outpatient substance use disorder treatment, withdrawal management services, and crisis stabilization. Before moving to Washington State in 2016, she worked as a chemical dependency counselor in the State of Alaska.

Michael Langer is the Deputy Director for the Washington State Health Care Authority, Division of Behavioral Health and Recovery. Langer has managed prevention, intervention, treatment and recovery support services for the state since 1986. He has extensive experience managing federal grants and state resources, and leading statewide behavioral health program initiatives and system reforms. He currently serves on the board of the National Association of State Alcohol and Drug Abuse Directors (NASADAD) and has served on the Executive Boards of its component groups; the National Prevention Network and the National Treatment Network. Langer and his wife Kelli are the proud parents of 4 children and one granddaughter and live in Rochester, Washington.

Steve Perry is a Behavioral Health Workforce Development Manager for the Washington State Health Care Authority, Division of Behavioral Health and Recovery. Perry has dedicated the past 18 years to workforce development. Former roles include the WorkSource Systems Manager (One-Stop Operator) for the Pacific Mountain Workforce Development Council, and Workforce Initiatives Manager for the Washington State Employment Security Department.

Jennifer Velotta, MNLP, NCAC II, SUDP, CPP, is the NAADAC Programs Manager. In this role, she coordinates and collaborates with the National Board of Certified Counselors (NBCC) to provide scholarships to Master’s Level Addiction Program students. NBCC Foundation and NAADAC train, mentor, and provide guidance to the students as they gain education, licensure, and employment. Prior to joining NAADAC staff, Velotta served on the Board of Directors to NAADAC and as the President of the Washington State affiliate, WAADAC, the Voice for Washington State Addiction Professionals (formerly known as the Chemical Dependency Professionals of Washington State (CDPWS)). She also previously worked as the coordinator of the Alcohol and Drug Abuse Institute Clearinghouse at the University of Washington.

Cynthia Moreno Tuohy, BSW, NCAC II, CDC III, SAP, is the Executive Director of NAADAC, the Association for Addiction Professionals and has worked as an addiction professional for over 40 years. She previously served as the Executive Director of Danya Institute and the Central East Addiction Technology Transfer Center. Prior to this she was the Program Director for Volunteers of America Western Washington, serving homeless populations and dealing with the co-occurrence of poverty and substance use and co-occurring disorders. In addition, she has been the administrator of multi-county, publicly funded substance use prevention/intervention/treatment centers with services ranging from prenatal care to the serving the elderly for over 20 years.
