John Lisy is the Secretary for NAADAC. He is currently the Executive Director of the Shaker Heights Youth Center. The Center received the Exemplary Prevention Award from the Ohio Department of Alcohol and Drug Addiction Services (ODADAS) three times. The Center received the Matthew Dunlop Prevention Services Award and Lisy received the Calvin Thomas Community Leadership Award. He was awarded the Advocate of the Year award for 2005 by NAADAC at the Leadership Conference in Washington D.C. on March 8, 2005.

Lisy has served in many community programs assuming leadership positions. He chaired the Ohio Alcohol and Drug Policy Alliance from 1998 – 2000. His involvement in the Ohio Association of Alcoholism and Drug Abuse Counselors includes the Presidency, State Legislator Chair, and the recipient of the August Martin Meuli Humanitarian Award. Lisy was a founding member of the Coalition for Chemical Dependency Licensure and has been a participant in Leadership Ohio. He was the Chair of the Social Welfare in Jamaica Conference; a collaboration between Case Western Reserve University and the University of the West Indies.

Lisy currently has a Masters in Social Work from Case Western Reserve University, is a Licensed Independent Chemical Dependency Counselor, an Ohio Certified Prevention Specialist II, a Licensed Independent Social Worker and is a Licensed Professional Clinical Counselor.

Cynthia Moreno Tuohy, NCAC II, CDC III, SAP

Cynthia Moreno Tuohy, NCAC II, CDC III, SAP is the Executive Director of NAADAC, the Association of Addiction Professionals and has worked as an addiction professional for over 35 years. She previously served as the Executive Director of Danya Institute and the Central East Addiction Technology Transfer Center. Prior to this she was the Program Director for Volunteers of America Western Washington, serving homeless populations and dealing with the co-occurrence of poverty and substance abuse issues. In addition, she has been the administrator of multi-county, publicly funded alcohol/drug prevention/ intervention/ treatment centers with services ranging from prenatal care to the serving the elderly for over 20 years.

Cynthia has been a trainer in Domestic Violence/Anger Management and Conflict Resolution for over 25 years as well as an International, National and State trainer in a variety of topics. She has served as President of NAADAC, Certification Board Commissioner, International Chair, Treasurer and Legislative Chair for NAADAC.

Cynthia has experience in developing and implementing programs in leadership, organizational development training for emerging managers, and training mentors. Cynthia has developed partnerships with various national and international organizations including developing strategic plans, workforce development plans and educational curriculum. Cynthia has written training components and manuals regarding: Working with adolescents, adults, seniors, school intervention, involuntary commitment, community mobilization, intensive outpatient and continuing care, impaired driver’s programs, EAP and gang intervention/treatment.

Cynthia holds a Bachelor’s Degree in Social Work and is certified both nationally and in Washington State.

Gerry Schmidt, MA, MAC, LPC

Gerard J. “Gerry” Schmidt is a life long resident of Fairmont, WV, and graduated with a Bachelors of Arts in Psychology from Fairmont State College in 1971 and with a Masters in Community Health Counseling from West Virginia University in 1976. He is a licensed professional counselor (LPC), a certified addictions counselor (CAC) and is certified as a Master Addiction Counselor (MAC).

Gerry is the Chief Operations Officer at Valley HealthCare System in Morgantown and has been since September 1980. Gerry has been in the mental health and addictions treatment field for the past forty five years. Since coming to Valley he has been instrumental in developing a comprehensive system of addiction outpatient and residential services in the region.

Gerry has a variety of publications to his credit including several articles on the development of Employee Assistance Programs in rural areas and wellness in the workplace. In May, 2005, he published an article in The Addiction Professional on his work and findings with the CSAT sponsored Practitioner’s Services Network (PSN) project. He served on the Center for Substance Abuse Treatment (CSAT) Expert Panel for the National Treatment Plan development, which will shape the course of addictions treatment for the next ten years and has edited Treatment Improvement Protocols for CSAT for several years. In addition to this, he has been active with the Mid-Atlantic Addiction Technology Transfer Center (ATTC) in establishing, through their recent grant renewal, an inclusion for the State of West Virginia as a partner in the Mid-Atlantic ATTC region and currently sits on their Advisory Board in Richmond, VA. He has also provided consultation and training through NAADAC’s contract with Forrest Laboratory’s Campral Project and assisted in the development and implementation of a training series with Alkermes/Cephalon Pharmaceuticals. This project provides training for physicians and addiction treatment professionals across the United States in an effort to encourage more cooperative care in the use of extended release naltrexone for the treatment of alcohol addiction. Gerry had served as Chair of the NAADAC Certification Commission for nearly ten years and is currently the Clinical Affairs Consultant for NAADAC. Most recently, Gerry has served on CSAT’s Expert Panel to review the revisions currently being made to TAP 21. Gerry has worked in recent years with the implementation of SBIRT throughout north central West Virginia as part of a statewide initiative in West Virginia. In addition to this he has assisted in the development and training of The BIG Initiative focusing on the implantation of SBIRT in health settings with the coordination of behavioral health strategies. Gerry has also been involved with NAADAC in the development of five major Life Long Learning Series of educational programs focusing on the integration of counseling skills and medicated assisted treatment for counselors providing addiction treatment Gerry is also the Chair of NAADAC’s Public Policy Committee and is also NAADAC’s Clinical Affairs Consultant.

Gerry has chaired NAADAC’s Public Policy Committee in the past and has been instrumental in the development of the organization’s legislative agenda during this time. He has been active in NAADAC’s annual Advocacy Leadership Summit and has developed critical training for participants attending and assisted in arranging visits on the Hill. He has also been a lead in working with both Senate and House leadership championing legislative issues and was an active participant for many years on the Hill advocating for substance abuse and mental health parity. To this end, he was recognized and awarded the Senator Harold Hughes Advocate of the Year in 2010. In addition to his national work, Gerry has been active within West Virginia in advocating and supporting State legislative issues related to addictions and addiction treatment. Furthermore, he has supported legislation aimed at increasing the visibility and stature of the addiction treatment professional at the licensed level for the past 25 years. For his leadership efforts he was awarded the Distinguished Service Award in 2003 by the West Virginia Association of Alcoholism and Drug Abuse Counselors. Gerry is a charter member of the State organization and has been certified by their Certification Board since 1983.

Diane Sevening, EdD, LAC

University of South Dakota

Diane Sevening, EdD, CDC-III, is faculty member in the Department (USD) of Alcohol and Drug Studies at the University of South Dakota and is currently the NAADAC North Central Regional Vice President. She will step into the role of NAADAC President-Elect in October 2016. Dr. Sevening has served as the NAADAC student ad hoc committee chair since 2006 and assisted in the development of state affiliate’s council of students, guidebook (bylaws) for college and university student organizations. She has also been a faculty advisor to the local student organization, the Coalition of Students and Professionals Pursuing Advocacy (CASPPA), since 2005 and encourages students to attend NAADAC conferences. In addition to her academic credentials, Dr. Sevening has presented at the 2010 National Conference on Addiction Disorders (NCAD), the 2007 Advocacy in Action Conference and the 2006 Workforce Development Summit. She served as an addiction family therapist at St. Luke’s Addiction Center for one year and as the alcohol and drug counselor at the USD student health services for seven years.

Anne Helene Skinstad, PhD

Anne Helene Skinstad, PhD, is a Clinical Associate Professor in the Department of Community & Behavioral Health, College of Public Health, at the University of Iowa. She is the Project Director of the  rst National American Indian and Alaska Native Addiction Technology Transfer Center (ATTC), funded by the Substance Abuse and Mental Health Services Administration (SAMHSA). Prior to her new project, she directed the Prairielands ATTC, serving, IA, NE, ND, SD, WI, & MN, also funded by SAMHSA. Skinstad is also the Co-Director of the Center of Excellence in Racial and Minority Y-MSM and other LGBT populations. Skinstad received both her PhD and her Cand.Psychol. degree (equivalent to PsyD) from the College of Psychology, University of Bergen, Norway.

Nancy Deming
Director of Residential Services
Valley HealthCare System

Nancy Deming, LCSW, MAC, AADC-S, is the Director of Residential Services with Valley HealthCare System in Morgantown, WV. She is responsible for the quality of services delivered within the Residential Services Division and provides clinical and administration supervision of assigned staff of these programs which include detox services, short and extended care treatment for individuals with an SUD and/or co-occurring disorders. She began as a practicing addiction treatment professional in 1984 and has risen through the ranks during her years with Valley HealthCare System. In WVAADC, Deming served as a Board Member, Secretary, and President and received the WVAADC Distinguished Service Award in 2008. At NAADAC, she served as Mid-Atlantic Regional Vice-President and Chair of the NAADAC Education and Research Foundation, and continues to serve on the Foundation.
