Research has repeatedly demonstrated correlations between parental substance misuse and increased risk of child maltreatment. In historically impoverished, rural communities, this risk is compounded by poor system integration, resource deficits, and negative structural and social determinants of health often experienced across generations of families. This webinar will discuss the implications of parental substance misuse from a trauma-informed, harm reduction perspective. In this session, the presenters will provide specific information related to the risks and potential negative outcomes experienced by drug-endangered children, as well as identify generational trends often present in families experiencing such adversity. The presenters will also propose strategies for mitigating risk and safety hazards with consideration for best practices in supporting and maintaining the safety and wellness of the family unit.


Dhru Mukherjee, PhD, LCSW-S, is an Associate Professor at the University of North Texas (UNT) and is regarded for his expertise in creating trauma-informed mental health workforces. Mukherjee has developed and evaluated multiple federally-funded, trauma-informed training programs targeted at developing clinical skills for rural mental health professionals. In 2014, he founded the Trauma-Based Behavioral Health Fellowship. He has served on the Council of Social Work Education’s National Task Force where he developed a guide for trauma-informed social work practice. In his practice, Mukherjee serves individuals across the lifespan with challenges in a variety of areas such as addiction and substance use issues and psychological trauma using evidence-based approaches. Additionally, he has over 15 years of teaching experience and has published research in numerous peer-reviewed journals.

Megan Ragan, MSW, LSW, is a Licensed Social Worker with over a decade of experience in child-serving systems. Ragan has supported various SAMHSA and HRSA-funded initiatives, including the development and oversight of an evidence-based trauma treatment program and most recently, co-evaluation and sustainability planning for HRSA’s Rural Communities Opioid Response Program in Southern Illinois. Ragan is trained in multiple trauma-focused modalities and is a passionate trainer regarded for her expertise on subjects related to trauma-informed care, childhood trauma, secondary traumatic stress, and workplace resiliency. Ragan has presented at state and national conferences including the 2021 IDHS Evidence-Based Practices virtual conference.

Learning Objectives

  • Participants will be able to identify at least three child maltreatment risk factors associated with parental substance misuse. 
  • Participants will be able to summarize two social determinants of health and how they impact families across generations.
  • Participants will identify three common barriers present in rural service settings.

  1. Upon completing the webinar, you will have access to the CE quiz within the course you are taking. Find the CE quiz in the NAADAC Education Center and click on it.
  2. A score of 80% or higher is required to pass the CE quiz and access your CE certificate. You have 10 opportunities to pass the quiz. If you are unable to pass the quiz in the allocated number of tries, then you must retake the course.
  3. Upon passing the CE quiz, you will be required to complete the survey evaluation for the course. Once that is completed, your CE certificate will be immediately available to download in your account in the NAADAC Education Center.
