Angela E. Maxwell, PhD, CPS

President

Angela Maxwell, PhD, CPS, works with the North Carolina Department of Health and Human Services where she oversees the planning, implementation, and evaluation of primary prevention services across the state. Prior to her current role, she served as the Prevention Services Director for Alcohol and Drug Services (20 years). Maxwell has worked in substance use primary prevention for nearly 28 years. Maxwell is also the co-founder of a private training and consulting group. She has a Bachelor of Arts degree in English from UNC-Chapel Hill, a Master of Science degree in Agency Counseling from North Carolina A&T State University, and a Doctor of Philosophy degree from NC A&T State University. Maxwell is a Certified Prevention Specialist (CPS) and has served as an adjunct professor community college level. She has served on several local, state, and national boards, task forces, and committees. She has facilitated numerous workshops on the local, state, and national levels in the areas of substance use prevention, addiction, workforce development, ethics, social justice, strategic planning, coalition development, and workplace wellness. Maxwell is sought after as an authority in the field of primary substance use prevention. She has received three statewide substance use professional of the year awards (2008, 2010, 2019).
