Maureen “Mo” Bailey, BSW, CPC, is the Recovery Supports Supervisor for the Washington State Health Care Authority’s Division of Behavioral Health and Recovery. She has been involved with peer support for the past 10 years. Bailey worked for Washington State University’s Behavioral Health Workforce Collaborative, providing program support for CPC Training, Ombuds, and operationalizing peer support. Bailey went on to provide direct peer support services to individuals as a Peer Bridger, and has served as the Consumer Partnership Coordinator for Great Rivers Behavioral Health Organization. Bailey is passionate about reducing the stigma surrounding those with behavioral health challenges. Her commitment is to continue educating others in hopes of reducing the barriers keeping individuals from seeking treatment and recovery.
Mirelle Cohen, PhD

Mirelle Cohen, PhD, is the Coordinator of the Addiction Professional Education Program, and Professor of Sociology and Human Services at Olympic College in Bremerton, Washington. She has a Doctoral degree in Sociology from the University of British Columbia, a Master’s degree in Criminology from Oxford University, and a Bachelor's in Applied Science in Sociology from The University of Surrey, England. Her publications have focused on the pathways into the criminal justice system for juvenile females. She is currently Vice-President of WACASE (Washington State Consortium of Addiction Studies Educators). She has 14 years of experience working as an educator in the field of addiction, social work, and sociology and has taught at universities in the United States, Canada, and the United Kingdom.
Laura Cooley, MA
Northwest Addiction Technology and Transfer Center (NWATTC)
Laura Cooley, MA, is Technology Transfer Specialist at the Northwest Addiction Technology Transfer Center located at the University of Washington’s ADAI (Addictions, Drug & Alcohol Institute). She is the primary point of contact for this regional program’s health workforce training and technical assistance in Washington State and Alaska. She works to promote evidence-based practice in the behavioral health workforce through online education, webinars, and technical support to agencies on a variety of topics including trauma-informed care and practice, motivational interviewing, and process improvement for organizational change and growth. Cooley joined the UW School of Medicine in 2010 as Co-Director of an opioid education program. Her earlier work includes over 15 years in global health. She is passionate about integrating equity, diversity, and inclusion (EDI) as one way to expand, retain, and support the behavioral health workforce.

Executive Director, SEIU Healthcare 1199NW Multi-Employer Training Fund
Laura Hopkins, MA, is the Executive Director of the SEIU Healthcare 1199NW Multi-Employer Training Fund ("Training Fund"). Before coming to the Training Fund, she held the position of Vice President of Instruction at South Seattle College. She brought to the training fund a wealth of experience, sound knowledge of the community college system, and expertise in apprenticeships with unions and management. Hopkins is recognized for her visionary leadership and strategic business development. When she isn't innovating professionally, Hopkins can be found spending time with her family in their West Seattle home, doing outdoor adventures and making time to travel when possible.

During her time at the Department of Health, Johnson has been integral in recruitment and training services to healthcare professionals and in supporting healthcare facilities.
Michael Langer

Michael Langer is the Deputy Director for the Washington State Health Care Authority, Division of Behavioral Health and Recovery. Langer has managed prevention, intervention, treatment, and recovery support services for the state since 1986. He has extensive experience managing federal grants and state resources, and leading statewide behavioral health program initiatives and system reforms. Langer currently serves on the Board for the National Association of State Alcohol and Drug Abuse Directors (NASADAD) and has served on the Executive Boards of its component groups: National Prevention Network and National Treatment Network. Langer and his wife, Kelli, are the proud parents of four children and one granddaughter. They live in Rochester, Washington.

She is a Substance Use Disorder Professional and has a Master’s degree in Mental Health Counseling. McKee has worked in the Behavioral Health Field for 18 years, primarily in SUD settings. She has spent the bulk of her time in the field developing and implementing innovative approaches to serving diverse populations with a focus on workforce retention, quality service delivery, curriculum enhancement, and training.
Cynthia Moreno Tuohy, BSW, NCAC II, CDC III, SAP
Executive Director, NAADAC, the Association for Addiction Professionals
Cynthia Moreno Tuohy, BSW, NCAC II, CDC III, SAP, is the Executive Director of NAADAC, the Association for Addiction Professionals, and has worked as an addiction professional for 46 years. She has been a trainer in Domestic Violence/Anger Management and Conflict Resolution for over 30 years, as well as an international, national, and state trainer. Moreno Tuohy is also a curriculum writer in addiction screening and evaluation, counseling methods, conflict resolution, co-occurring disorders, ethics, documentation, and medicated assisted treatment and recovery, and has written articles published in national and other trade magazines. Her book, Rein in Your Brain; from Impulsivity to Thoughtful Living in Recovery, was released May 2014 through Hazelden Publishers. She has served as President of NAADAC, Certification Board Commissioner, International Chair, Treasurer, and Legislative Chair for NAADAC.

Steve Perry is a Behavioral Health Workforce Development Manager for the Washington State Health Care Authority, Division of Behavioral Health and Recovery. Steve has dedicated the past 18 years to workforce development. Former roles include the WorkSource Systems Manager (One-Stop Operator) for the Pacific Mountain Workforce Development Council and Workforce Initiatives Manager for the Washington State Employment Security Department.

Amanda Polley, CPC, is a native to the Pacific Northwest and is currently in the role of the Peer Support Program Administrator with the Division of Behavioral Health and Recovery. Polley served Washington in direct service as a CPC from 2011-2018. She is a firm believer in choice, respect, and strength-based language as a key to recovery. Polley advocates for the person-first model and empowerment as a safe place to begin the journey to recovery and a key piece to ending stigma.

Shelly Shor, MSW, PhD, CPC, is the OPS (Operationalizing Peer Support) Program Manager for the Washington State Health Care Authority’s Division of Behavioral Health and Recovery. Shor is a Licensed Clinical Social Worker with more than 15 years of experience working in the behavioral health field as a Direct Care Provider and a Clinical Supervisor. She is also a Certified Peer Counselor with lived experience as a Parent Peer. Shor is passionate about supporting people in becoming their best selves while staying true to their authentic selves. She is also enthusiastic about supporting supervisors in becoming champions in their role.
Becky Thompson, MBA

Becky Thompson, MBA, serves as the Director of Student Financial Assistance for the Washington Student Achievement Council (WSAC). She has been with the agency since 2014 and has more than 20 years of experience working in student financial assistance. She began her career as a student employee at the University of Puget Sound. After graduation, Thompson continued her work at Puget Sound as a Financial Aid Counselor and then Assistant Director before joining EDFUND as Client Relations Manager and Assistant Vice President. She earned her Master’s degree in Business Administration from the University of Washington and Bachelor’s degree in Psychology from the University of Puget Sound. WSAC administers several financial aid programs, including the Washington College Grant, State Work Study, and targeted workforce programs including Washington Health Corps.
Jennifer Velotta, MNLP, NCAC II, SUDP, CPP
Programs Manager, NAADAC, the Association for Addiction Professionals
Jennifer Velotta, MNLP, NCAC II, SUDP, CPP, is the NAADAC Programs Manager. In this role, she coordinates and collaborates with the National Board of Certified Counselors (NBCC) to provide scholarships to Master’s Level Addiction Program students. NBCC Foundation and NAADAC train, mentor, and provide guidance to the students as they gain education, licensure, and employment. Prior to joining NAADAC staff, Velotta served on the Board of Directors to NAADAC and as the President of the Washington State affiliate, WAADAC, the Voice for Washington State Addiction Professionals (formerly known as the Chemical Dependency Professionals of Washington State (CDPWS)). She also previously worked as the Coordinator of the Alcohol and Drug Abuse Institute Clearinghouse at the University of Washington.
David Woldtvedt, MSW, LSWAIC, SUDP

David Woldtvedt, MSW, LSWAIC, SUDP, has worked in the addiction treatment field since 2014. He has been involved with the Washington State affiliate of NAADAC since 2015, and is currently serving as the WAADAC president. Woldtvedt graduated from the University of Washington in June 2021 with a Master in Social Work. Much of his career has involved working in an adult outpatient facility as a substance use disorder professional. He has more recently become an EMDRIA-approved EMDR therapist and works in a group practice in Everett, Washington providing individual therapy to those struggling with addiction and mental health issues.
